			<content:encoded><![CDATA[<p>(OAK HARBOR)—  The Washington State Patrol says a 24-year-old Oak Harbor woman was seriously injured in a one car crash early yesterday morning on Highway 20 south of Monkey Hill Road on north Whidbey  Island.</p>
<p>Troopers say Fancy Lawson was driving her Lincoln Navigator SUV north on Highway 20 around 5:45 a.m. early yesterday when she attempted to pass a vehicle on the right shoulder.</p>
<p>The State Patrol says Lawson’s SUV went off the road and rolled end over end, partially ejecting her from the SUV.</p>
<p>Lawson was seriously injured and was transported to Island Hospital in Anacortes.</p>
<p>She was later airlifted to Harborview Medical Center in Seattle, where she was listed in satisfactory condition.</p>
<p>The State Patrol says the cause of the crash was an illegal pass and possible charges are pending.</p>

			<content:encoded><![CDATA[<p>(MOUNT  VERNON)— The Board of Directors for the Skagit Conservation Education Alliance say they’ve appointed Steve Olsen of Anacortes to take over as program manager for the Alliance after the retirement of Pete Haase earlier this year.</p>
<p>Olsen was a member of the Board of Directors for the Skagit Conservation Education Alliance for eight years and served as president from 2007-2009.</p>
<p>Previous to his appointment, Olsen was an environmental health specialist and the on site sewage program lead for the Skagit County Health Department.</p>
<p>Olsen started in his new position Monday, July 5th.</p>

			<content:encoded><![CDATA[<p>(SKAGIT  COUNTY)— Skagit  County recently received $56,000 from the U.S. Department of Commerce to help fund a Skagit Council of Governments Resource Conservation Manager program, which will help reduce local government energy usage and increase savings.</p>
<p>Officials say the Resource Conservation Manager’s sole purpose is to reduce costs associated with energy, water, natural gas, fuel oil, solid waste disposal, and other utilities through improved use practices, greater attention to utility billings, and the installation of resource management equipment.</p>
<p>Savings associated with reduced energy and increased resource efficiency are expected to help fund ongoing RCM activities in subsequent years.</p>
<p>Nine local jurisdictions, including the cities of Anacortes, Burlington, and Sedro-Woolley, the town of La Conner, Skagit County, Skagit Public Utility District Number One, the Swinomish Indian Tribal Community, and the Ports of Anacortes and Skagit County are partnering with the Skagit Council of Governments and Puget Sound Energy in a three-year effort to save money on utility usage by means of reducing internal operations energy consumption.</p>

			<content:encoded><![CDATA[<p>(COUPEVILLE)— A small group of Island  County law and justice officials met Monday morning in Coupeville to discuss how to handle a possible media onslaught if and when Colton Harris-Moore returns to Coupeville.</p>
<p>Island County Prosecutors say the 19-year-old serial burglar and thief should be headed to Island County after federal charges against him are resolved in federal court in Seattle.</p>
<p>But Harris-Moore could bring a media circus to Coupeville, where Island County Superior Court is located.</p>
<p>He’s wanted on a $500,000 arrest warrant out of Island County on 10 charges related to Camano  Island burglaries, thefts, vandalism and a car chase.</p>
<p>Prosecutors say that other charges are pending; Harris-Moore is considered a suspect in the theft of an assault rifle from a police car parked in front of a home on Camano  Island.</p>

			<content:encoded><![CDATA[<p>(LA CONNER)— The Washington State   Parks and Recreation Commission says Governor Christine Gregoire and Swinomish Tribal leaders will join them in a ceremony to dedicate the recent acquisition of Kiket  Island tomorrow afternoon.</p>
<p>The ceremony will be held at Kiket  Island, but will be limited to the media only because of space limitations and the fragile habitat of the island.</p>
<p>Parks officials say the Swinomish Indian Tribal Community will share the richness of their heritage through drums and songs from the Edwards family.</p>
<p>The park will not be open to the public until the Parks Commission and the Tribe complete a management plan that preserves the cultural and natural resources of Kiket  Island while providing for limited public day use.</p>

			<content:encoded><![CDATA[<p>(OLYMPIA)— The Washington State Elections Division announced yesterday that sponsors for Initiative 1107 submitted enough voter signatures to make the November ballot.</p>
<p>Secretary of State Sam Reed is expected to officially certify I-1107 tomorrow.</p>
<p>Secretary of State’s Office Deputy Communications Director Brian Zylstra says the measure would repeal new taxes on candy, pop, bottled water and certain other products.</p>
<p>I-1107 is the last of six initiatives cleared for the ballot by the Office of Secretary of State this month.</p>
<p>The other five initiatives that Washington voters will decide on this fall are:&#8211; I-1053, restoring the two-thirds voting requirement for the Legislature to raise taxes. &#8212; I-1098, authorizing a state income tax on high-wage earners and lowering some taxes.&#8211; I-1082, the plan to allow private insurers to offer coverage for workplace injuries.&#8211; I-1100, which would end the state liquor monopoly and allow current retailers to sell hard<br />
liquor along with their beer and wine, and I-1105, the second liquor privatization proposal.</p>
<p>Whereas Initiative 1100 would let retailers buy liquor stock directly from manufacturers, I-1105 would require use of wholesalers.</p>
<p>Three other measures will be on the statewide ballot this fall.</p>
